The state government wants half of all new cars sold in Victoria by 2030 to be zero-emission vehicles, and is offering subsidies of up to $3,000 to help kickstart ownership.

The Andrews government will provide 20,000 subsidies of up to $3,000 for new electric vehicle purchases under $69,000, as part of a $100-million plan to encourage electric vehicle use.

The first 4,000 subsidies will be available from Sunday.

"When people get an EV (electric vehicle) they are starting to save significant dollars off their bills," Climate Change Minister Lily D 'Ambrosio told the ABC.

"It's almost up to $1,600 that is saved off fuel and maintenance costs, each and every year, so we want to make it easier for Victorians.''

As part of the package, the state will also spend $19 million on new charging stations and $10 million to expand the government EV fleet by 400 cars over the next two years.

The government will establish an expert advisory panel to advise it on the policies and infrastructure needed to meet the 50 per cent target by 2030.

There are fewer than 7,000 electric vehicles registered in Victoria and only 20,000 on Australian roads.

 The 2030 target and subsidies are part of the Andrews government's strategy for Victoria to have net zero emissions by 2050, with interim targets for 2025 and 2030 to be announced on Sunday.

Subsidies make EV cars a 'viable alternative'

Last year, the government failed to meet its own deadlines to set the interim emission reduction targets for 2025 and 2030.

Part of the interim targets policy are "sector pledges": policies and payments to help industries — including agriculture and transport — move towards net zero emissions.

The new electric car subsidy is part of the transport sector pledge. Transport is the second-largest emitter behind energy.

The take-up of electric vehicles in Australia has been slow compared to other developed nations, according to the Electric Vehicle Council, which said Australia lacked the type of incentives, including subsidies, available around the world.

The cheapest electric vehicle on the market is still more than $44,000.

In some countries, subsidies of up to $15,000 are available.

The council also said Australia was well behind other nations by not having tough fuel efficiency standards for cars.

Wodonga retiree Rod Clutterbuck has been looking to buy an electric vehicle for some time, to do his bit to "save the planet".

He said subsidies would help others view electric vehicles as a viable alternative.

"We've been wondering why we haven't had one [subsidy] in Australia. Now it sounds like we might be on the march to a better system,'' Mr Clutterbuck said.

Victoria slammed for new road tax

The announcement of the Victorian subsidy followed a coalition of car companies and environment groups slamming the Andrews government for having "the worst electric vehicle policy in the world" because of a new road tax on electric vehicles.

The new charge is 2.5 cent/km charge for electric and other zero-emission vehicles, including hydrogen vehicles, and a 2.0 cent/km for plug-in hybrid-electric vehicles.

The state argues the tax is an electric vehicle user's contribution to the road network, which is paid by other motorists through fuel excise.

Ben Warren, national manager of electrification and mobility for Nissan, said the subsidy and 2030 targets were a good "first step" to encouraging people to make the switch to electric vehicles.

"The challenge with a road user charge is, in isolation, it seems like a penalty to electric vehicle owners and drivers, " Mr Warren said.

"But when you offset that with incentives and different measures it will at least get back to a neutral starting point.'' 

Opposition MP Georgie Crozier accused the government of coming up with incosistent policies on the spot.
"They're taxing you on one hand and providing a rebate on the other," she said.
"It just demonstrates that the government has really misjudged this policy again. It's another demonstration of policy on the run."

Treasurer Tim Pallas has previously said the revenue raised from the new charge would be "more than offset" by measures to encourage electric car use, such as creating new charging stations.

The road users charge was expected to raise about $30 million per year, with $45 million set aside for electric vehicle incentives in the state budget.

Mr Pallas said the subsidy would "encourage more drivers to consider purchasing a zero-emissions vehicle – and ensure Victoria leads the nation in zero-emissions vehicle uptake."

Phytoplankton are microscopic algae living throughout the ocean’s surface waters. They can’t swim and are at the mercy of the currents and tides. Despite their small size, phytoplankton enable life in the oceans – and throughout the planet – to exist.

There are two types of plankton – zooplankton, which are animals, and phytoplankton, which are algae. Phytoplankton are filled with chlorophyll which gives them a green colour, just like land plants. And like land plants, phytoplankton play a critical role, converting carbon dioxide and energy from the sun into food through photosynthesis, producing oxygen.

These tiny organisms have been producing oxygen for the world for hundreds of millions of years. But most people know very little about them, what they do for the rest of the world and the threats they are facing.

Phytoplankton are thought to have made an appearance in the Bible’s Book of Revelation, which says: “A third of the sea turned into blood, a third of the living creatures in the sea died, and a third of the ships were destroyed”.

Modern scientists think this must be a reference to a harmful algal bloom, or red tide, that can be cause by phytoplankton and can discolour that water. These can also produce toxins, causing illness and even death in animals – fish, whales, manatees, birds, and even elephants – and people. 

They’ve made their way into modern culture, too. Alfred Hitchock’s movie the Birds, where birds attack residents of a California town, was inspired by birds behaving erratically due to toxic phytoplankton.

Despite being a source of cultural inspiration, there are many things about phytoplankton most people don’t know – such as the fact they can be seen from space. Unlike land plants which can grow 100 metres in height, phytoplankton individuals consist of a single cell.

Individual phytoplankton can usually only be seen with a microscope, but when phytoplankton bloom, the aggregations are so large that they can be seen from satellites.

Although they’re microscopic, phytoplankton are wonderfully diverse, with thousands (or maybe even millions) of different species and hundreds of body shapes. Some have spines or form chains to help them maintain buoyancy, while others have flagella – tiny whip-like appendages – to enable them to orient themselves in the water.

Some phytoplankton are covered in CaCO₃ plates, called liths, giving them the appearance of tiny footballs, which play an important role in carbon sequestration.

The lungs of the sea

Rainforests get much of the credit for oxygen production, but phytoplankton produce at least 50% of the Earth’s oxygen. Phytoplankton are the lungs of the sea – the oxygen from one out of every two breaths we take comes from plankton.

Climate change would be much more extreme without phytoplankton. They use carbon dioxide from the atmosphere to fuel photosynthesis. When they die, they sink to the sea floor, locking away that carbon. Phytoplankton absorb up to 50% of anthropogenic CO₂, which, without them, would cause higher atmospheric CO₂ levels.

Nevertheless, climate change is causing changes in phytoplankton communities. In some places, like the North Atlantic, oceans are experiencing tropicalisation – when warming waters enable warm water plankton species to move northwards while colder water species are squeezed towards the pole.

Some plankton in the North Atlantic have shifted northwards by over 1,000km (620 miles) in the past 50 years. Warming seas can cause some phytoplankton to change the timing of their blooms. These changes can affect food webs, as the phytoplankton may bloom too early or late to feed the zooplankton that depend on them.

This is why it’s important to monitor them. There are many ways to monitor plankton, including sampling with bottles or nets, or estimating phytoplankton biomass from space using satellites.

The Continuous Plankton Recorder survey has monitored plankton in the North Atlantic since 1931, using commercial vessels such as ferries and cargo ships on their normal routes to tow a one metre long recording device through the sea behind the boat.

The devices filter seawater through a moving band of silk, trapping the plankton. The silks are then sent to a laboratory in Plymouth, UK, to identify and count the plankton.

The survey has recorded almost 800 taxa of plankton, around 300 of which are phytoplankton. It’s created a 90-year-old record of North Atlantic plankton, allowing us to better understand the marine food web and detect changes in the marine environment caused by pollution, fishing and climate change.

Global electric car sales surged by 40 per cent in 2020 despite the economic downturn caused by the Covid-19 pandemic, a new analysis finds.

A record three million new electric cars were registered in 2020 – a 41 per cent increase on the number in 2019, according to a report from the International Energy Agency (IEA). The uptick in electric vehicles came even as total car sales plunged by 16 per cent from 2019 to 2020.

The boom in electric car sales continued into this year, said experts at the IEA. Sales of electric vehicles in the first quarter of 2021 were two and half times higher than in the same period a year before, according to their analysis.

However, even higher rates of electric car uptake will be needed if the world is to meet its climate goals, they warned.

Dr Faith Birol, executive director of the IEA, said: “While they can’t do the job alone, electric vehicles have an indispensable role to play in reaching net-zero emissions worldwide.

“Current sales trends are very encouraging, but our shared climate and energy goals call for even faster market uptake.

"Governments should now be doing the essential groundwork to accelerate the adoption of electric vehicles by using economic recovery packages to invest in battery manufacturing and the development of widespread and reliable charging infrastructure.”

The IEA’s Global Electric Vehicle Outlook 2021 also found that Europe overtook China to become the largest market for electric cars for the first time in 2020.

At a press briefing, Timur Gul, head of the energy technology policy division at the IEA, said the growth of electric vehicles in Europe was linked to the introduction of subsidies and tighter fuel standards.

In the UK, around 175,000 electric vehicles were sold in 2020 – around 10 per cent of the total number of new cars, according to the report.

This level of sales puts the UK roughly on par with France but far below Germany and Scandinavian countries such as Norway, where electric cars accounted for around half of all new sales in 2020.

Transport is the UK’s most polluting sector, with petrol cars accounting for the bulk of emissions.

As part of his 10-point climate plan launched in November, Boris Johnson announced a ban on the sale of new petrol and diesel cars from 2030.

However, in February, a report from the National Audit Office warned that meeting this target would require a “major transition for consumers, car makers and those responsible for charging infrastructure”.

Three claimants in their 20s say their rights to life have been breached because of inadequate roadmap to solve emergency

The UK is being taken to court by three young people who claim their human rights are being breached by the government’s failure to act decisively on the climate crisis. Adetola Stephanie Onamade, Marina Tricks and Jerry Amokwandoh, all students in their early 20s, will on Saturday ask for a judicial review of government actions to cut national carbon emissions.

The case is also being brought by Plan B, the legal charity behind the failed court case to block Heathrow expansion, and its director, Tim Crosland.

The claimants say that despite enshrining a net zero goal by 2050 in law and parliament declaring a climate emergency, the government does not have an adequate roadmap to match the scale of the crisis.

Frustrated at the pace of action, they will argue that the UK has disregarded their rights to life, family life and not be discriminated against, which are protected under articles 2, 8 and 14 of the Human Rights Act.

The youngest claimant, Tricks, 20, said she felt she had a duty to hold her government accountable.

“As young people, as future generations, we are being denied our right to life because of the government funnelling billions of dollars back into the same carbon economies that have caused this crisis,” she told the Guardian. “We’re in the epicentre of destruction. It’s almost about weaponising the privileges we have of being in the global north.”

Mexican-born Tricks became aware of the climate crisis as a teenager, when she was shocked by reading official reports on climate and migration.

“In Mexico, migration has really uprooted communities and torn apart families. Having known the effect it’s had on a community, the idea that that could be replicated to billions was madness to me. We’re seeing the direct implications of the effects of the climate crisis on real people, and yet we’re still doing nothing.”

The other two young claimants are also from diaspora backgrounds: Onamade from Nigeria and Trinidad and Tobago and Amokwandoh from Ghana.

They are eager to highlight links between the climate crisis and wider social injustice, be it gender, race or wealth, pointing out that environmental harm is not shared equally.

In the UK, illegal levels of air pollution disproportionately affect racially marginalised communities, while the country is exporting its plastic pollution problem to poorer countries rather than tackling it domestically.

“Black, brown, indigenous communities are on the front end of this crisis,” said Tricks. “This Covid pandemic has shown the deep-rooted inequalities in our society … and yet we’re being confronted with a much larger crisis that will exacerbate those inequalities even further.”

Attempts have been made before to link human rights breaches with the climate emergency in British courts, during the Heathrow hearings and in an earlier lawsuit also brought by Plan B. But in both cases the courts dismissed the arguments, stressing that states have wide discretion in how they meet their human rights commitments.

However, the claimants have been heartened by the swathe of climate litigation brought in recent months by young people across the world, from Australia to Brazil.

The UK is one of 33 states ordered to respond to a case in the European court of human rights by a group of children and young people from Portugal who want much more ambitious action to meet the Paris agreement’s maximum warming target of 1.5C above pre-industrial levels.

Onamade, 23, said this method of litigation was “essential right now”. “It has been over five years since Britain signed the Paris agreement but we have had to fight for equity to be applied. Our mission is for young people and heritage communities on the front lines, to speak their truth to power in the courtroom and on the streets. There is no more time to waste.”

The Department for Business, Energy and Industrial Strategy, which has lead responsibility for climate change, declined to comment on the lawsuit.

But in its response to a pre-legal action letter, the government’s legal team called the claim “pointless” given that the government had published plans to meet its net zero target and was due to publish a net zero strategy before the Cop26 climate talks in November.

The Water Expulsion Mechanism

The water expulsion mechanism is a geological process that could result in much higher global average sea level rises over the next 1,000 years.


This occurs when the solid bedrock the West Antarctic Ice Sheet sits on rebounds upward as the ice melts.

The total weight of the ice sheet decreases as the melt continues.

The bedrock sits below sea level so when it lifts, it pushes water from the surrounding area into the ocean.

This extra water is added to water from the melting ice, increasing the overall amount of global sea level rise. 

The team predict the increase from this process will be about 3ft, bringing the total sea level rise to 13ft over the next 1,000 years. 
The new prediction considers the impact of this geological process on top of the wider impact of the melting ice.

The process involves solid bedrock beneath the sea moving upwards as the ice sheet melts, pushing surrounding water into the ocean.

This process increases the overall level of sea level rise by about three feet, more than the melting ice would on its own over the next 1,000 years, authors explained.

Co-author doctoral student Linda Pan at the University of Harvard in the United States said the magnitude of the effect 'shocked us.'

'Previous studies that had considered the mechanism dismissed it as inconsequential,' the authors explained.

The researchers were working on another project when they realised the West Antarctic ice sheet was producing more water than usual.

To investigate how the water expulsion mechanism was affecting sea levels around the world, they looked at what was going on beneath West Antarctica.

They explored how quickly material such as bedrock was flowing through the Earth's mantle, finding that water expulsion was happening faster than predicted.

Pan said: 'No matter what scenario we used for the collapse of the West Antarctic Ice Sheet, we always found that this extra one metre of global sea level rise took place.'

A total collapse of the ice sheet would add 3.3 feet onto current estimates over the next 1,000 years - bringing it up to 13.3ft, the team explained.

Co-author graduate student Evelyn Powell said if the sheet collapsed that would cause a 10.5ft rise in global sea levels.

'What we've shown is that the water expulsion mechanism will add an additional metre, or 30 percent, to the total.'

Co-author professor Jerry Mitrovica said every published projection of sea level rise due to the melting of the West Antarctic ice sheet is based on climate modelling.

He said whether the projection extends to the end of this century or longer into the future, the modelling 'is going to have to be revised upward because of their work.'

The water expulsion effect and the mantle's low viscosity should be taken into account if future sea level rise estimates are to be accurate, the researchers say.

Mrs Pan said: 'Sea level rise doesn't stop when the ice stops melting. The damage we are doing to our coastlines will continue for centuries.'

The findings were published in the journal Science Advances.

Glaciers and ice sheets melting would have a 'dramatic impact' on global sea levels

Global sea levels could rise as much as 10ft (3 metres) if the Thwaites Glacier in West Antarctica collapses. 

Sea level rises threaten cities from Shanghai to London, to low-lying swathes of Florida or Bangladesh, and to entire nations such as the Maldives. 

In the UK, for instance, a rise of 6.7ft (2 metres) or more may cause areas such as Hull, Peterborough, Portsmouth and parts of east London and the Thames Estuary at risk of becoming submerged.

The collapse of the glacier, which could begin with decades, could also submerge major cities such as New York and Sydney.

Parts of New Orleans, Houston and Miami in the south on the US would also be particularly hard hit.

A 2014 study looked by the union of concerned scientists looked at 52 sea level indicators in communities across the US.

It found tidal flooding will dramatically increase in many East and Gulf Coast locations, based on a conservative estimate of predicted sea level increases based on current data.

The results showed that most of these communities will experience a steep increase in the number and severity of tidal flooding events over the coming decades.

By 2030, more than half of the 52 communities studied are projected to experience, on average, at least 24 tidal floods per year in exposed areas, assuming moderate sea level rise projections. Twenty of these communities could see a tripling or more in tidal flooding events.

The mid-Atlantic coast is expected to see some of the greatest increases in flood frequency. Places such as Annapolis, Maryland and Washington, DC can expect more than 150 tidal floods a year, and several locations in New Jersey could see 80 tidal floods or more.

In the UK, a two metre (6.5 ft) rise by 2040 would see large parts of Kent almost completely submerged, according to the results of a paper published in Proceedings of the National Academy of Science in November 2016.

Areas on the south coast like Portsmouth, as well as Cambridge and Peterborough would also be heavily affected.

Cities and towns around the Humber estuary, such as Hull, Scunthorpe and Grimsby would also experience intense flooding.

Paris - The Brazilian Amazon released nearly 20 percent more carbon dioxide into the atmosphere over the last decade than it absorbed, according to a stunning report that shows humanity can no longer depend on the world's largest tropical forest to help absorb manmade carbon pollution.

From 2010 through 2019, Brazil's Amazon basin gave off 16.6 billion tonnes of CO2, while drawing down only 13.9 billion tonnes, researchers reported Thursday in the journal Nature Climate Change.

The study looked at the volume of CO2 absorbed and stored as the forest grows, versus the amounts released back into the atmosphere as it has been burned down or destroyed.

"We half-expected it, but it is the first time that we have figures showing that the Brazilian Amazon has flipped, and is now a net emitter," said co-author Jean-Pierre Wigneron, a scientist at France's National Institute for Agronomic Research (INRA).

"We don't know at what point the changeover could become irreversible," he told AFP in an interview.

The study also showed that deforestation -- through fires and clear-cutting -- increased nearly four-fold in 2019 compared to either of the two previous years, from about one million hectares (2.5 million acres) to 3.9 million hectares, an area the size of the Netherlands.

"Brazil saw a sharp decline in the application of environmental protection policies after the change of government in 2019," the INRA said in a statement.

Terrestrial ecosystems worldwide have been a crucial ally as the world struggles to curb CO2 emissions, which topped 40 billion tonnes in 2019.

Over the last half century, plants and soil have consistently absorbed about 30 percent of those emissions, even as those emissions increased by 50 percent over than period.

Oceans have also helped, soaking up more than 20 percent.

Tipping points

The Amazon basin contains about half of the world's tropical rainforests, which are more effective at soaking up and storing carbon that other types of vegetation.

If the region were to be come a net source rather than a "sink" of CO2, tackling the climate crisis will be that much harder.

Using new methods of analysing satellite data developed at the University of Oklahoma, the international team of researchers also showed for the first time that degraded forests were a more significant source of planet-warming CO2 emissions that outright deforestation.

Over the same 10-year period, degradation -- caused by fragmentation, selective cutting, or fires that damage but do not destroy trees -- caused three times more emissions that outright destruction of forests.

The data examined in the study only covers Brazil, which holds some 60 percent of the Amazonian rainforest.

Taking the rest of region into account, "the Amazon basin as a whole is probably (carbon) neutral," said Wigneron.

"But in the other countries with Amazon rainforest, deforestation is on the rise too, and drought has become more intense."

Climate change looms as a major threat, and could -- above a certain threshold of global warming -- see the continent's rainforest tip into a much drier savannah state, recent studies have shown.

This would have devastating consequences not only to the region, which currently harbours a significant percentage of the world's biodiversity, but globally as well.

The Amazon rainforest is one of a dozen so-called "tipping points" in the climate system.

Ice sheets atop Greenland and the West Antarctic, Siberian permafrost loaded with CO2 and methane, monsoon rains in South Asia, coral reef ecosystems, the jet stream -- all are vulnerable to point-of-no-return transitions that would radically alter the world as we know it.

Earth Week has come and gone, leaving behind an ankle-deep and green-tinted drift of reports, press releases, and earnest promises from C.E.O.s and premiers alike that they are planning to become part of the solution.

There were contingent signs of real possibility—if some of the heads of state whom John Kerry called on to make Zoom speeches appeared a little strained, at least they appeared. (Scott Morrison, the Prime Minister of Australia, the most carbon-emitting developed nation per capita, struggled to make his technology work.)

But, if you want real hope, the best place to look may be a little noted report from the London-based think tank Carbon Tracker Initiative. Titled “The Sky’s the Limit,” it begins by declaring that “solar and wind potential is far higher than that of fossil fuels and can meet global energy demand many times over.” Taken by itself, that’s not a very bold claim: scientists have long noted that the sun directs more energy to the Earth in an hour than humans use in a year. But, until very recently, it was too expensive to capture that power. That’s what has shifted—and so quickly and so dramatically that most of the world’s politicians are now living on a different planet than the one we actually inhabit.

On the actual Earth, circa 2021, the report reads, “with current technology and in a subset of available locations we can capture at least 6,700 PWh p.a. [petawatt-hours per year] from solar and wind, which is more than 100 times global energy demand.” And this will not require covering the globe with solar arrays: “The land required for solar panels alone to provide all global energy is 450,000 km2, 0.3% of the global land area of 149 million km2. That is less than the land required for fossil fuels today, which in the US alone is 126,000 km2, 1.3% of the country.” These are the kinds of numbers that reshape your understanding of the future.

We haven’t yet fully grasped this potential because it’s happened so fast. In 2015, zero per cent of solar’s technical potential was economically viable—the small number of solar panels that existed at that time had to be heavily subsidized. But prices for solar energy have collapsed so fast over the past three years that sixty per cent of that potential is already economically viable. And, because costs continue to slide with every quarter, solar energy will be cheaper than fossil fuels almost everywhere on the planet by the decade’s end. (It’s a delicious historical irony that this evolution took place, entirely by coincidence, during the Administration of Donald Trump, even as he ranted about how solar wasn’t “strong enough” and was “very, very expensive.”)

 The Carbon Tracker report, co-written by Kingsmill Bond, is full of fascinating points, including how renewable energy is the biggest gift of all for some of the poorest nations, including in Africa, where solar potential outweighs current energy use by a factor of more than a thousand. Only a few countries—Singapore, Japan, Korea, Taiwan, and a handful of European countries—are “stretched” in their ability to rely on renewables, because they both use a lot of energy and have little unoccupied land. In these terms, Germany is in the third-worst position, and the fact that it is nonetheless one of the world’s leaders in renewable energy should be a powerful signal: “If the Germans can find solutions, then so can everyone else.”

Clearly, those few nations are going to be importing some renewable energy—a more farsighted Australian Prime Minister would be figuring out how to send ships full of solar-generated hydrogen to Japan, not how to continue shipping coal to China. (And, in fact, the world’s largest solar farm is set to end up in the Australian outback, connected by at least two thick undersea cables to Singapore.)

The numbers in the report are overwhelming—even if the analysts are too optimistic by half, we’ll still be swimming in cheap solar energy. “We have established that technical and economic barriers have been crossed by falling costs. It follows that the main remaining barrier to change is the ability of incumbents to manipulate political forces to stop change,” the report reads. Indeed. And the problem is that we need that change to happen right now, because the curves of damage from the climate crisis are as steep as the curves of falling solar prices.

Given three or four decades, economics will clearly take care of the problem—the low price of solar power will keep pushing us to replace liquid fuels with electricity generated from the sun, and, eventually, no one will have a gas boiler in the basement or an internal-combustion engine in the car. But, if the transition takes three or four decades, no one will have an ice cap in the Arctic, either, and everyone who lives near a coast will be figuring out where on earth to go.

That conundrum was illuminated on Friday, when word came that Governor Gavin Newsom, of California, who has been under pressure from an unrelenting activist campaign, agreed to ban new fracking permits in his state and end fossil-fuel production there altogether. This is a stunning achievement—for the planet and also for the California communities (and you can guess what kinds of communities they are) that currently have oil wells in their schoolyards and next to their hospitals.

The environmentalists who banded together in the Last Chance Alliance should be incredibly proud; Newsom (who is now facing a recall election) deserves credit, as well, because this is precisely the step that his famously green predecessor, Jerry Brown, did not take. The fracking ban, though, only affects a small percentage of California’s oil production, and won’t take effect until 2024. The ban on oil production would not happen until 2045, which in climate terms is the very distant future—a decade past the date when California will ban the sale of new gas-powered cars, which are the main use of oil in the state.

It’s clear why Newsom is slow-walking the changes. An executive secretary of a building-trades council immediately responded, “We will work to oppose this effort for our membership, their families, our schools, and our future. I have one question for Gavin Newsom: Are our jobs too dirty for you?”

Change is hard. The job of politicians is to make it easier for those affected, so that what must happen can happen—and within the time we’ve been allotted by physics. But that hard job is infinitely easier now that renewable energy is suddenly so cheap. The falling price puts the wind at our backs, as it were. It’s the greatest gift we could have been given as a civilization, and we dare not waste it.

Passing the Mic

Audrea Lim is a Brooklyn-based journalist who has written for this magazine, and also for Harper’s, the Times, and The Nation. She is the editor of the book “The World We Need: Stories and Lessons from America’s Unsung Environmental Movement,” which the New Press will publish next week. For the book, she surveyed America, finding the people who are powering the environmental movement now. (Our conversation has been edited for length.)

Bill McKibben: People may have an image in their mind of what an environmentalist looks like—but what does an environmentalist actually look like in 2021?

Audrea Lim: They don’t look any one way! Far from the “white college-educated hippie” stereotype, environmentalists are Black and brown youth transforming an abandoned jail into a community farm; a former coal miner turned blogger and environmental advocate; Asian, Latinx, and indigenous people creating healthier and more equitable neighborhoods for their kids.

“Environmentalist” just describes any people defending the quality of their surroundings. This work can be local (protecting air or water from toxic emissions or lead paint in the walls) or global (protecting the glaciers and oceans that regulate local climates, from Brooklyn’s streets to the Alaskan coast). The health, safety, and well-being of their communities hang in the balance, but many activists understand that these goals also require bigger changes, from better access to parks, recreation, and community spaces to more localized food systems and good, clean jobs.

I think that’s why many environmentalists don’t even call themselves “environmentalists.” They are culture-makers, or community, housing, labor, and immigration activists who understand that environmental issues are ingrained in every part of society, and have simply made them a core element of their work.

Bill McKibben: What are the most important insights that came as, say, the climate movement morphed into the climate-justice movement?

Audrea Lim: That climate change will touch every community, demographic, and region, but is also on track to devastate poor and BIPOC communities the most. Many of these communities already struggle to meet basic needs—food, housing, education, physical and mental health—making them more vulnerable to sudden shocks, as we’ve seen through the pandemic.

Many of these communities also live near polluting developments (factories, refineries, waste incinerators) or on eroded and contaminated lands (mines, Superfund sites), or lack proper water and sewage infrastructure. These are added risks when the fires and floods arrive.

This uneven burden is part of America’s legacy of environmental racism: a history of hazardous, polluting fossil-fuel developments being concentrated in communities of color—sometimes by design and often through neglect. It’s the conjoined twin of residential segregation. But, in addressing this reality head on, the climate-justice movement also has another important insight to offer: everyone benefits when we empower these communities to build more equitable, resilient local economies, and transition away from the dirty industries long looming over them.

Bill McKibben: If you could pick one story that would really stick in people’s minds and hearts, what would it be?

Audrea Lim: Eric Enos grew up on the Waianae Coast of Oahu, with little knowledge of his Native Hawaiian culture, including the central importance of taro, a root vegetable. (Native culture was suppressed under U.S. colonialism.) After graduating from college, in the seventies, he began teaching art to Native youth-gang members, taking them to dive in the ocean, protest the conversion of local fishing grounds into a resort, and hike in the back of the desiccated Waianae Valley. Here they found abandoned walls and terraces in the ground. These were clearly cultural sites, but what were they?

Archeologists at the Bishop Museum found that the entire area was once under taro cultivation, as well as other traditional Hawaiian plants. The water had long ago been diverted toward colonial sugar plantations, but, with guidance from a state senator and local agencies, Enos, the youth, and community members built a new irrigation system. A group of multi-ethnic taro farmers, whom they had earlier helped defend against eviction from their lands, helped prepare the terraces for cultivation. And, with seeds donated from the Lyon Arboretum, they began growing native plants, learning about the land, their own culture, and taro in the process.

These were the beginnings of Ka‘ala Farm, a cultural learning center that connects troubled youth to the land. The story underscores how different institutions and people from different communities can collaborate toward a more equitable and resilient future.

Climate School

Two former Prime Ministers of Australia wrote an insightful op-ed about why their country, bathed in sun, continues to insist on building more coal mines and gas wells. They note that “the main thing holding back Australia’s climate ambition is politics: a toxic coalition of the Murdoch press, the right wing of the Liberal and National parties, and vested interests in the fossil fuel sector.” Last week, the center-left Australian Labor Party, too, said that it will not stand against building more coal mines, and believes that the nation will be exporting the black rocks past 2050.

A wonderful leftover from Earth Day: Tia Nelson, the daughter of the late senator Gaylord Nelson, who launched the April day of action, in 1970, wrote about how her father helped welcome Joe Biden to the Senate, in 1973, comforting him after his wife and infant daughter had been killed in a car crash. Nelson said, of her father, “It would delight him to see that something he started so long ago, to shake the Washington establishment out of its lethargy, still playing such an important role these many years later. And he would be moved to see that the heartbroken young man he helped recover from despair is carrying his legacy forward.” It’s remarkable how long Biden has been around—one good effect is that he’s known some superb people.

A new study has found that climate change will cause lakes in the Northern Hemisphere to stratify earlier in the year and over longer periods, and that “many of the ecosystem services that lakes provide, ranging from the delivery of drinking water and food to recreation, may be endangered by the projected change in stratification phenology during the twenty-first century, particularly in urbanized and agricultural regions where lakes are already eutrophic.”

A sign of what’s to come: a new renewable-energy project in Oregon marries solar power, wind turbines, and large-capacity battery storage. A spokesman for the local utility, Portland General Electric, said, “We feel pretty certain that this is what the future of renewable power looks like. It’s more diverse, and it’s more flexible.” A little further south and looking a little further into the future, the invaluable Sammy Roth, in his weekly “Boiling Point” newsletter, discusses the possibility of covering California’s irrigation canals with solar panels, to both generate clean energy and cut evaporation.

The Movement for Black Lives is launching a Red Black and Green New Deal, with a virtual summit on May 11th. Its Web site states, “We are organizing to introduce a National Black Climate Agenda that includes federal legislation to address the climate crisis by investing in Black communities and repairing past harms.”

A Yale team has developed a podcast devoted to climate policy and carbon pricing—the most recent episode is about why conservatives might be comfortable with the tactic. As Naomi Shimberg, a junior, explains, “Many conservatives echo the classic economic argument: pricing harm across the economy, rather than controlling it with direct forms of government regulation, is the most efficient way to cut pollution.”

A new report from the World Meteorological Organization documented just how dismal 2020 was in climatic terms: it was one of the three warmest years on record, with more than eighty per cent of the world’s oceans subject to at least one “marine heat wave;” extensive flooding in the Greater Horn of Africa helped trigger a plague of locusts; and severe drought in South America caused three billion dollars in crop losses in Brazil alone.

A Baylor College of Medicine pediatrician and a University of California, Davis, environmental economist published an assessment, in Scientific American, of the actual health impact of climate change. They argue that the Biden Administration should set the “social cost” of carbon at a higher level, to reflect the damage that it’s doing to “every organ system in the human body.”

Water levels in Lake Powell and Lake Mead are expected to drop to record lows in the coming months, and reduced snowpacks and increased evaporation along the Colorado watershed may trigger the first-ever official water-shortage declaration in the area—and, hence, cuts in the water supply to Arizona and Nevada.

The student-body presidents of all the Ivy League schools signed a joint call for full fossil-fuel divestment last week. Meanwhile, divestment campaigners at Harvard produced a series of comic sketches as part of their ongoing efforts, and Christiana Figueres, the former head of the United Nations convention on climate change who spearheaded the push for the Paris accord, criticized the university for its investments in fossil-fuel companies, warning that Harvard management is on the verge of “breaching its true fiduciary responsibility.”

The Times obtained a detailed summary of an upcoming United Nations scientific report, which makes clear that, in addition to cutting carbon emissions, controlling methane emissions is crucial in solving the climate crisis. Along with issuing calls for plugging leaks, the report makes the critical point, according to the Times, that “expanding the use of natural gas is incompatible with keeping global warming to 1.5 degrees Celsius, a goal of the international Paris Agreement.”
