The Commonwealth has used new powers to cancel States’ participation in global climate action

The Morrison government has used sweeping new powers to override state and territory government support for an international agreement to cut greenhouse gas emissions.

The federal government has deployed recently passed laws to overturn the participation of five states and territories in the global Under 2 Coalition.

In an email dated 23 November, an official with the Department of Foreign Affairs and Trade told his counterpart in the Victorian government that its participation in the coalition was “no longer in operation”.

The email warned the Victorian government that under the new Foreign Relations (States and Territories) Act 2020, sign up to the agreement was now illegitimate.

The email said Victoria had 14 days to tell the global organisation it had “failed to properly classify” the state’s involvement in a 2015 Memorandum of Understanding.

Two-hundred-and-sixty sub-national governments worldwide have signed up to the Under 2 coalition, representing 1.75 billion people and 50% of the global economy.

Members commit to keeping global temperature rises to well below 2C, with efforts to reach 1.5C.

Thirty-five states and regions in the coalition have committed to reaching net zero emissions by 2050 or earlier.

“[T]he MOU has also been invalidated for a number of other states and territories,” the official said, naming the ACT, Northern Territory, Queensland and South Australia. He did not cite NSW, which has lately signed up.

Lily D’Ambrosio, Victoria’s energy, environment and climate change minister, said DFAT had used a technicality that was “illogical” to cancel her state’s participation.

“It’s just a really ridiculous technicality,” D’Ambrosio said. “It’s egregious. They are vandals.”

The move came less than a fortnight after the Glasgow climate summit ended. The Morrison government had weathered extensive criticism at the event for being among the few rich nations to avoid raising their 2030 emission reduction targets.

“This is going to be a global embarrassment, not for the Victorian government but the federal government that has already covered itself in ridicule on the climate change stage,” D’Ambrosio said. “Rather than addressing the urgency of climate change, they are actually putting forward more barriers.”

A spokesperson for Foreign Affairs Minister Marise Payne said the Under 2 Coalition MOU had not come to the minister for a decision.

“The MOU was not properly notified by the relevant states and territory under the Foreign Relations Act 2020 and was therefore automatically invalidated by operation of the Act,” the spokesperson said.

DFAT was also approached for comment, as was energy minister Angus Taylor.

The DFAT official suggested in the email if Victoria wanted to sign up to the Under 2 coalition’s 2021 MOU, his department would consider approving it. He also said Victoria should join with other jurisdictions to make a single submission.

“Under what conditions would they be prepared to consider an application?” D’Ambrosio said. “Are they saying that if there’s one or two states that maybe hadn’t wanted to pursue it or have delayed it, then everyone else will be held up?”

Meaghan Scanlon, Queensland’s minister for the environment and the Great Barrier Reef, said her state had also received the cancellation advice.

“Clearly, the Morrison government aren’t content with their own failures on climate change, they’re now trying to stop the states from taking action.” she said.

“Surely their time would be better spent funding renewable energy projects or delivering a credible policy on reducing emissions, than on playing silly bureaucratic games,” Scanlon said.

Queensland intends to re-apply “because it is an important and useful coalition of like-minded sub-national governments that want to act on climate action”.

Shane Rattenbury, the ACT’s climate change minister, said his government is yet to told of the cancellation, and continued to work with the global group, most recently this week on zero-emission vehicles.

“The Under 2 coalition is a helpful network of sub-national governments to work together on climate action,” he said.

NSW is understood to be discussing with DFAT the application of the new act on its involvement in the coalition.

Chris Bowen, federal Labor’s climate spokesperson said the intervention would probably viewed internationally as another blow to Australia’s reputation.

“The states are doing their best to fill the federal climate vacuum but this demonstrates the need for national leadership,” Bowen said.

“It’s a blight on Scott Morrison that he hasn’t updated the medium-term targets the coalition government agreed to revisit,” he added.

Polly Hemming, an adviser in the Australia Institute’s Climate and Energy Program, said local governments had played an important role in advancing climate action.

Examples include California lifting its ambitions to cut emissions during the Trump years in the US, and in Australia where states have long led the way.

“While the commonwealth government is the only level of government that can commit Australia to a foreign treaty, it’s the state governments that will face the full costs of climate change induced disasters,” she said.

“The ACT legislative assembly and Sydney city council have endorsed a global fossil fuel non-proliferation treaty,” Hemming added.

“We can only wonder if they will be getting emails from federal bureaucrats in the near future as well?”

The early and strategic closure of the world’s worst polluting power stations, including inefficient fossil fuel and biomass plants, could avoid the premature deaths of up to six million people by 2050, new research has found.

The research, published in the journal Nature Climate Change, found that retiring the most polluting and most harmful power stations – by focusing on addressing air pollution concerns as well as reducing greenhouse gas emissions – would save millions of lives.

The research has been led by professor Qiang Zhang, of Tsinghua University in Beijing, who modelled the potential impacts of both greenhouse gas emissions and air pollution caused by power generation, particularly coal.

The research identified several power stations that were disproportionately responsible for air pollution and poor health – and it found that policies based on climate change concerns alone were not sufficient to protect public health.

“Our detailed and dynamic analysis of climate, pollution and health impacts from the future power systems at the level of individual generating units reveals that air pollution deaths are not an automatic and fixed co-benefit of all climate mitigation,” the research paper says.

“Rather, pollution controls and strategic retirements of the most-polluting and harmful power plants may ultimately determine the extent to which health co-benefits are realised.”

The research found that between 2010 and 2018, 91 per cent of the premature deaths caused by power station pollution occurred in lower-income or emerging economies.

These included India, China and other countries across Southeast Asia where softer regulatory controls, closer proximity of power stations to densely populated regions and higher industrial activity caused smog and other particulate pollution.

The worst offenders were smaller coal generators, especially those below 300MW in generation capacity, which are more likely to be found in developing countries, which accounted for more than half of air pollution related deaths.

Coal plants made up 46 per cent of the world’s generation capacity, but were responsible for 80 per cent of power generation-related air pollution deaths.

“Even assuming successful climate change mitigation and strong pollution controls, implementing our data-driven approach to targeting super-polluting units for retirement and replacement could save millions of lives worldwide by the middle of the century,” the report says.

The research challenges the assertions of some within the Morrison government that Australia’s ongoing exports of fossil fuels were helping to alleviate poverty and improve health across the Asian region.

The research is the latest addition to a growing body of evidence that the ongoing use of fossil fuels is not just a global environmental concern due to global warming, that it is also a significant public health concern, contributing to substantial increases in air pollution that causes major health problems and premature deaths.

New estimates based on satellite data show Glencore’s Hail Creek mine spewed 230,000 tons of the powerful greenhouse gas a year in 2018 and 2019.

Just inland of Australia's east coast, roughly 200 miles from the Great Barrier Reef, a single coal mine run by Glencore Plc emitted so much super-warming methane in a year that it had the same climate warming impact as the annual pollution from more than 4 million U.S. cars.

The Hail Creek coal mine leaked an estimated 230,000 tons of methane a year in 2018 and 2019, according to researchers with SRON Netherlands Institute for Space Research, who analyzed satellite data from the European Space Agency. Because methane traps over 80 times more heat than carbon dioxide in its first two decades in the atmosphere, the mine had the same short-term warming impact as roughly 19 million tons of CO₂ a year.

The report is one of the first efforts by researchers to quantify just how much methane is coming from individual mines in Australia. Coal itself produces the most CO₂ emissions out of all fossil fuels and nearly 200 countries have agreed on the need to reduce its use to avoid the worst effects of climate change. The new study shows that there's an added danger: disastrous amounts of methane emitted during the mining process.

The Hail Creek mine is among a handful of coal operations in Australia’s Bowen Basin identified by the researchers as super-emitters, including mines run by BHP Group and Anglo American Plc. Hail Creek, which Glencore took over from Rio Tinto Group in August 2018, was the biggest offender.

It accounts for 20% of Australia’s methane emissions from coal mining even though it produces just 1% of the nation’s coal output, according to the report, published Monday in the Environmental Science & Technology journal.

The researchers grouped five other mines in the Bowen Basin into two clusters because it was difficult to distinguish their individual contributions due to their close proximity. Broadmeadow, owned jointly by BHP and Mitsubishi Corp., and Anglo’s Moranbah North and Grosvenor mines released 190,000 tons of methane annually in 2018 and 2019, according to the report. Glencore's Oaky North and Anglo's Grasstree mines emitted an estimated 150,000 tons of methane a year.

Glencore said its Bowen Basin coal business reports emissions in line with Australia's requirements. Anglo American said it submits methane emissions annually, by location, to the country's clean energy regulator and also makes disclosures at a business level in its annual report. A spokesperson for BMA, BHP’s joint-venture with Mitsubishi, said the company publishes emissions from its Australian operations in accordance with the country’s standards.

None of the operators said how much methane comes from the individual mines identified by the Dutch researchers. BHP spokesman Ben Dillaway told Bloomberg in July its Broadmeadow and Goonyella Riverside mines cumulatively emit an average of about 32,000 tons of methane a year.

The new analysis underscores just how big a problem coal is for Australia, which lags other developed nations in tackling climate change. Although it’s extremely vulnerable to the impacts of rising temperatures, Australia was among the last advanced economies to set a target to zero out emissions, has been criticized over the credibility of its plan, and refused to join a global pledge to reduce methane emissions 30% by 2030.

The findings suggest there may be “a large underreporting of methane emissions in the national inventory,” authors including Pankaj Sadavarte and Ilse Aben wrote. They speculated that the outsize releases from Hail Creek could have come from surface mining operations and efforts to drain gas when expanding the facility.

The research underscores the wide range of climate impacts from different mines. According to the International Energy Agency, the world’s dirtiest coal emits as much as 100 times more methane than cleaner operations. Most of the methane reductions from coal should come from a “drastic fall” in its use, the IEA said in an October report, though steps to minimize leaks “need to happen in parallel.”

The Dutch researchers estimated that all six mines spewed a combined 570,000 tons of methane a year over the study period, accounting for roughly 55% of the reported methane emissions from coal mining in Australia — despite only contributing about 7% of the nation's production.

Australia’s Department of Industry, Science, Energy and Resources said in a March report that it’s “premature to use satellite data to quantify emissions from methane sources.’’ The Dutch scientists used observations from the ESA's Sentinel-5P satellite to estimate daily methane flux rates from the mines and compared those with emissions from global inventories and figures used in Australia’s reports to the United Nations Framework Convention on Climate Change.

The main caveat with this approach is that the Sentinel-5P “is designed for quantifying methane over large regions rather than precise attribution to individual facilities,” said Riley Duren, chief executive officer of Carbon Mapper. The nonprofit has received funding from Bloomberg Philanthropies.

But Duren said that the findings — that just a handful of mines appear to be responsible for a disproportionate amount of emissions — broadly align with what his team has found studying U.S. coal mines in southwest Pennsylvania using instruments with much higher spatial resolution. Just four underground mines in that region appear to be responsible for 22% of total U.S. methane emissions from underground mines, or about 300,000 tons.

The Dutch research is also similar to another analysis by Kayrros SAS. The French geoanalytics firm found earlier this year that for every ton of coal produced in the Bowen Basin, an average of 7.5 kilograms of methane is released. That was 47% higher than the average global methane intensity estimated by the IEA, according to Kayrros.

Geologically older and deeper coal deposits tend to contain more methane than shallower seams, according to the IEA, which is why emissions from surface mines such as Hail Creek tend to be lower than underground mines. But it’s harder to mitigate leaks from open pit reserves, where emissions are often spread over larger areas and more diffuse.

Ilse Aben, one of the Dutch researchers, said they were surprised by the large methane emissions coming from Hail Creek. “I hope getting attention for this forces people to explain what is happening there,” said Aben. “It requires an explanation.”

Last summer, more than 100 miles of Florida’s coastal waters became an oxygen-depleted dead zone, littered with fish that could be seen even into Tampa Bay. On the other side of the country, Dungeness crabs were washing onto Oregon’s shoreline, unable to escape from water that has, in dramatic episodes, become seasonally depleted of oxygen over the past two decades.

While much of the conversation around our climate crisis focuses on the emission of greenhouse gases and their effect on warming, precipitation, sea level rise and ocean acidification, little is said about the effect of climate change on oxygen levels, particularly in oceans and lakes. Water without adequate oxygen cannot support life, and for the three billion people who depend on coastal fisheries for income, declining ocean oxygen levels are catastrophic.

As ocean and atmospheric scientists focused on climate, we believe that oceanic oxygen levels are the next big casualty of global warming. To stop this, we need to build on the momentum of the recent COP26 summit and expand our attention to the perilous state of oceanic oxygen levels—the life support system of our planet. We need to accelerate ocean-based climate solutions that boost oxygen, including nature-based solutions like those discussed at COP26.

As the amount of CO2 increases in the atmosphere, not only does it warm air by trapping radiation, it warms water. The interplay between oceans and the atmosphere is complex and interwoven, but simply,oceans have taken up about 90 percent of the excess heat created by climate change during the Anthropocene. Bodies of water can absorb CO2 and O2, but only to a temperature-dependent limit.

Gas solubility decreases with warming temperatures; that is, warmer water holds less oxygen. This decrease in oxygen content, coupled with a large-scale die-off of oxygen-generating phytoplankton resulting not just from climate change, but from plastic pollution and industrial run-off, compromises ecosystems, asphyxiating marine life and leading to further die-offs. Large swaths of the oceans have lost 10–40 percent of their oxygen, and that loss is expected to accelerate with climate change.

The dramatic loss of oxygen from our bodies of water is compounding climate-related feedback mechanisms described by scientists in many fields, hundreds of whom signed the 2018 Kiel Declaration on Ocean Deoxygenation. This declaration has culminated in the new Global Ocean Oxygen Decade, a project under the U.N. Global Ocean Decade (2021–2030).

Yet, despite years of research into climate change and its effect on temperature, we know comparatively little about its effect on oxygen levels and what falling oxygen levels, in turn, may do to the atmosphere. To address this unfolding crisis, we need more research and more data.

In the past 200 years, humans have shown remarkable ability to change the planet by altering the timescales in which the Earth cycles chemicals such as CO2. We need to evaluate any possible solutions for their impact on not just greenhouse gases but other critical elements of life, such as oxygen levels.

As the financial world invests in climate change solutions focused on CO2 drawdown, and possibly including future geoengineering efforts such as iron fertilization, we run the risk of causing secondary harm by exacerbating oxygen loss. We need to evaluate potential unintended consequences of climate solutions on the full life support system.

Beyond enhanced monitoring of oxygen and the establishment of an oxygen accounting system, such an agenda encompasses fully valuing the ecosystem co-benefits of carbon sequestration by our ocean’s seaweed, seagrasses, mangroves and other wetlands. These so-called “blue carbon” nature-based solutions are also remarkable at oxygenating our planet through photosynthesis.

The theme of COP26 chosen by the host country (U.K.) was “nature-based solutions.” And we saw a lot of primarily terrestrial focused (forestry) initiatives and commitments that are an excellent step forward. We hope this year’s conference and next year’s COP27 help oceanic nature-based solutions to come into their own, propelled by the U.N. Global Ocean Decade.

Putting oxygen into the climate story motivates us to do the work to understand the deep systemic changes happening in our complex atmospheric and oceanic systems. Even as we celebrated the return of humpback whales in 2020 to an increasingly clean New York Harbor and Hudson River, dead fish littered the Hudson River in the summer as warmer waters carried less oxygen.

Ecosystem changes connected to physical and chemical systems-level data may point the way to new approaches to climate solutions—ones that encompass an enhanced understanding of the life support system of our planet and that complement our understanding of drawdown to reduce emissions of carbon dioxide. Roughly 40 percent of the world depends on the ocean for their livelihoods. If we do not stop marine life from oxygen-starvation, we propagate a further travesty on ourselves.

Human activity is causing Earth's atmosphere to heat up much quicker than any changes which might happen naturally, leaving many ecosystems at breaking point.

While November's COP26 summit was the first time a global climate deal explicitly identified fossil fuel consumption as a major driver of climate change, climate experts have warned it has not gone far enough to limit global warming to "well below" 2C. centigrade compared to pre-industrial levels—a key level of the 2015 Paris Agreement.

So which countries are taking action, and which are not?

Scientific analysts Climate Action Tracker (CAT) have examined government policy of 40 countries that account for the vast majority of global greenhouse gas emissions.

Its analysis indicates less economically developed countries are struggling the most to combat the effects wrought by their richer neighbors.

At present, only a small group of developed markets are leading on research, innovation and public funding, according to Steve Varley, EY Global's vice chair of sustainability.

He told Newsweek that governments need to work more collaboratively and alongside businesses to drive change.

"A small group of developed markets are leading the way in terms of climate research, innovation and public funding, at a time when not enough 'green money' is flowing to emerging markets where the impacts of climate change are felt the most," he said.


The Very Worst

U.S. President Joe Biden criticised Russia—the world's fifth-largest carbon dioxide (CO2) emitter—for not attending the COP26 climate summit.

CAT states: "Russia needs to set a more ambitious target for emissions reductions, adopt and implement additional policies, and provide additional finance."


Singapore

The island city-state in Southeast Asia is also believed to be overly reliant on natural gas, which CAT estimates provides 96 percent of the country's electricity.

Thai leaders have pledged to shift away from a dependency on coal to natural gas over the next 20 years, but little change has been witnessed so far.

CAT writes: "Until the next wave of Thailand's climate strategies and its accompanying mitigation policies are implemented and strengthened, the CAT rates Thailand's climate targets and policies as "critically insufficient."

Turkey is "at a crossroads" regarding its energy future, CAT analysts say. President ErdoÄŸan's government intends to decrease dependency on gas imports through increased renewable energy capacity, but at the same time plans to continue to use domestic coal for the foreseeable future.

CAT writes: "Turkey's emissions will increase significantly under current policies. This first NDC [Nationally Determined Contributions] is so weak that it allows GHG [Green House Gas] emissions to essentially double compared to current levels.


Vietnam

While the country's renewable energy policy has witnessed "positive developments," CAT considers these outweighed by "plans for continuing the expansion of fossil fuels."

It writes: "Vietnam is further off track when compared with modelled domestic pathways and the extent of reductions that need to be taking place inside its borders with international support."

Beset by economic trouble, the country failed to introduce a single green measure of note in its latest recovery stimulus plan, according to the researchers.

Australia

But while describing recent climate policy developments as "positive," CAT deems these to be "insufficient" to address the climate crisis.

The analysts add: "If fully implemented, Canada's current policies are not enough to achieve this target and are only in line with 4C warming. Canada is also not meeting its fair-share contributions to climate change and in addition to strengthening its targets and policies also needs to provide additional support to others."


China

An agreement between China and the U.S., the world's two biggest carbon polluters, to boost climate cooperation over the next 10 years, was one of the most striking headlines from the COP26 climate summit.

Ahead of the summit, China officially submitted its carbon neutrality "before 2060" target.

However, CAT notes there is still space to accelerate China's green revolution, writing: "To improve on its rating and become compatible with 2C ('Almost sufficient'), China would need to peak emissions as early as possible, and decrease coal and other fossil fuel consumption at a much faster rate than currently planned —and set clear phase-out timelines."


Colombia

The South American country with a population of almost 51 million people has previously said reducing emissions from deforestation is a vital part of its planned climate action.

However, while Colombia does have mitigation targets for energy and transport, CAT states that "further action is needed."


India

However, CAT notes the difficulties of still developing countries such as India to meet the commitments of its wealthier neighbors, writing: "India has been severely impacted by COVID 19 during the second wave in the first half of 2021, which has further reduced the resilience of climate change vulnerable populations already at risk of displacement by storms, floods, droughts and other climate disasters."

This forecast is despite Kazakhstan's falling fossil fuel production due to the pandemic.


Mexico

CAT writes of the Middle Eastern Country: "Its updated Paris Agreement pledge is explicitly based on a scenario with substantial fossil fuel exports and has a "get out clause" if international climate change policies negatively affect these exports.

This is despite the fact South Korea's 2020 share of coal-fired power generation decreased from 43 percent to 39 percent, as fossil fuels still account for a "very large" amount, thought to be more than two-thirds of the supply.


United Arab Emirates

The U.A.E's development of large renewable and nuclear energy projects shows signs of hope, but the Middle Eastern state's emissions are projected to continue growing because of the continued expansion of its fossil fuel-based sources of electricity.

CAT writes on its site: "In line with its energy strategy, which projects coal reaching a 12 percent share of total electricity generation in 2050, in May 2020 the UAE completed the first unit of its inaugural 2.4 GW coal-fired power plant.

"The construction of new coal-fired generation is inconsistent with the need to phase out coal from electricity production in the Middle East by 2034 in order to limit warming to 1.5C."

(NBC) Australia’s Dismal Climate Record Comes Under COP26 Spotlight

Days before arriving in Glasgow, Scotland, for what was billed as a pivotal gathering on global climate initiatives, Australian Prime Minister Scott Morrison announced his country was adopting a target of net zero carbon emissions by 2050.

But he added that he would not legislate the goal and instead would rely on consumers and companies to drive reductions in emissions.

It was the kind of half measure that climate activists worried would carry over to the COP26 summit, the recent United Nations climate talks in Glasgow. They said it did.

“Australia’s ambition for COP26 was to get away with it. To do as little as possible,” said Richie Merzian, who previously spent a decade as an Australian government COP negotiator and now works as the climate and energy program director at The Australia Institute, an independent public policy think tank.

Fondly known as the sunburned country due to its vast stretches of dry and barren terrain, Australia has long been under fire as one of the world’s top producers of coal and gas, and narrowly dodged being labeled the summit’s villain.

While the country remains a key U.S. ally amid tensions with China, it has done little in recent years to suggest it will be a leading partner in the fight against climate catastrophe, despite its pride in its abundant native wildlife and numerous environmental treasures. Its actions at the climate conference did little to assuage environmentalists’ concerns.

Critics say Australia’s net zero announcement was a hollow promise and that the country’s attendance at the global summit only showed that the current conservative government is more wedded to fossil fuel interests than tackling climate change in any substantive way.

“They wanted to neutralize the critique that they aren’t doing anything on climate” by showing up but did little beyond that, Merzian said in a phone interview from Glasgow during the closing days of the summit.

David Ritter, CEO of Greenpeace Australia Pacific, was also scathing in his criticism of how Australia fared at the climate summit.

“The position the Morrison government took to Glasgow was an embarrassment, deeply inadequate, and wildly insufficient as the climate crisis accelerates in front of our eyes,” he said in an email from Sydney after the summit.

NBC News reached out to Morrison’s office for comment and was referred to public comments by Angus Taylor, the minister for industry, energy and emissions reduction.

“Under our Plan to achieve net zero emissions by 2050, we will act in a practical, responsible way to reduce emissions and build on our track record of achievement — reducing emissions while growing our economy, maintaining affordable, reliable energy and ensuring our regions remain strong. That’s the Australian way,” Taylor said in a joint statement with Marise Payne, the minister for foreign affairs, after the climate summit.

Caught between the powerful fossil fuel industry and a cascade of natural disasters, climate change has found its way to the heart of Australian politics.

Mining has been a major driving force in Australia’s economy since it was a British colony in the early 1800s, but coal production truly expanded after World War II and the industry is still a major employer in many rural communities.

The country is one of the world’s largest emitters of greenhouse gases on a per capita basis and ranks as the world’s third largest fossil fuel exporter, behind only Russia and Saudi Arabia.

In Glasgow, Australia came under criticism for not signing onto agreements such as the so-called Global Coal to Clean Power Transition Statement promoted by the United Kingdom or the global methane Pledge led by the United States in an effort to curb methane emissions.

Australia needs ‘national leadership’ to drive climate action: Climate Council

Coal power then became a major point of contention in the closing hours of the conference, when delegates from China and India insisted on watering down the final language of the COP26 deal and replacing a commitment to “phase out” coal with the term “phase down.”

And despite British Prime Minister Boris Johnson’s assertion that Glasgow had effectively sounded “the death knell for coal power,” Morrison reiterated his country’s commitment in the wake of the summit, saying the coal industry will be working in Australia for “decades to come.”

Australia’s lack of action on the issue sets a bad example for other countries, Merzian said, “instead of driving ambition like the U.S. and the U.K.

“They are giving cover to other laggards like Russia and Turkey because they can look at Australia and say, ‘Look, if a wealthy industrialized country like Australia isn’t doing more in the short term, why should I?’” he said.

Morrison has long been caught in a political bind over climate change.

His government’s coalition partner, the National Party, is a strong supporter of the coal industry and made multiple attempts to block the net zero target, citing potential risks to the country’s economy.

Morrison is a well-known proponent of the industry himself. He famously brought a lump of coal into the Australian Parliament in 2017 and, with a showman’s flair, praised its value during a debate on renewable energy.

“Sadly, historically, Australia’s climate policy, to some extent, has been dictated by the position of incumbent interests in the oil, gas and coal industry” and that is why it has lagged behind it’s global peers, Christian Downie, an associate professor at the Australian National University who specializes in energy and climate politics, said ahead of the conference.

At the same time, the country has felt the impact of climate change and that has helped increase pressure from some voters for more decisive action.

Sixty percent of respondents said “global warming is a serious and pressing problem” that should be addressed now “even if it involves significant costs,” according to a May 2021 poll by the Lowy Institute, an independent think tank in Australia.

Catastrophic wildfires in 2019-20 destroyed more than 44 million acres of land, killed 34 people and resulted in the loss of nearly 3,000 homes. Nearly 3 billion koalas, kangaroos and other native Australian wildlife were killed or displaced by the wildfires, according to the World Wide Fund For Nature Australia.

And the Great Barrier Reef, the world’s most extensive coral reef ecosystem, has suffered so much from warming sea temperatures that it lost half its corals in just 20 years.

Australia reacted angrily when the United Nations threatened to downgrade the reef’s World Heritage status unless the country did more to reduce its greenhouse gas emissions, narrowly avoiding the designation after heavy lobbying.

Yet, Australia ranked last out of 60 countries for its policy response to the climate crisis in one assessment released at the COP26 summit.

“The country’s lack of domestic ambition and action has made its way to the international stage,” the Climate Change Performance Index report said. “Australia has fallen behind its allies.”

A spokesperson for Taylor, the minister for energy and emissions reduction, said that the Australian government “rejects” the report’s “subjective” findings “because it clearly ignores key facts and statistics.”

Environmental activists have reacted angrily to the lack of action in Glasgow.

Two young climate protesters disrupted operations at the world’s largest coal port in Newcastle, Australia, on Nov. 17 by abseiling off the huge machinery and declaring in a video livestream: “This is us responding to the climate crisis.”

To Ritter, from Greenpeace Australia, it’s past time for the country to step up on the world stage.

“Australia’s reckless climate obstruction is as brazen as it is appalling,” he said. “A betrayal of our trust and a betrayal of our future.”
