Queensland Police To Get New Powers To Search Climate Change Protesters


Crackdown includes new laws that make it illegal to possess a device used for locking on, and comes as Extinction Rebellion ramps up activities

Queensland police will be given new powers to search suspected climate change protesters, as the state government attempts to crack down on an escalating campaign of civil disobedience.
Extinction Rebellion protesters have regularly disrupted traffic in the Brisbane CBD. They have indicated those stoppages would escalate in the coming months. Other groups have attempted to stop the operations of mining companies, contractors and coal freight networks across the state.
In state parliament on Tuesday the Queensland premier, Annastacia Palaszczuk, announced stronger penalties and expanded police powers that would apply to climate demonstrations and vegan protests at agricultural properties.
In outlining the new laws, which were agreed to by the state cabinet on Monday, Palaszczuk said she had been persuaded by the state’s police commissioner, Katarina Carroll, who had shown her “evidence of locking devices laced with traps that are dangerous”.
Protesters regularly use devices or other means to “lock on”, effectively making it difficult or unsafe for them to be removed from a location.
Palaszczuk claimed in parliament that protesters had used “sinister tactics” – cylinders containing glass fragments and gas containers “so that anyone trying to cut a protester free will be injured or worse.
“Police will have the power to search those they reasonably suspect ... of having those devices. They will be illegal.
“Every single minute our [emergency services] spend dealing with these types of protesters, is a minute they are spending not helping others. It will not be allowed to continue.”
The most recent stoppage on Monday caused the closure of the William Jolly Bridge across the Brisbane River and associated traffic delays along the Riverside Expressway, a crowded commuter route.

Brisbane has been particularly susceptible to Extinction Rebellion protests because of the way traffic chokes at the city’s river crossings. Protesters appear to be hitting a nerve in Queensland, where coal provides significant royalties income for the state, and where the Adani Carmichael mine, the world’s most controversial coal project, is under construction.
Before the new laws were announced, police actions appeared to become more heavy-handed. Officers were accused of acting to shield corporate interests.
Protesters have complained that they already face court-imposed fines up to $61,000, while the state punishes “major” breaches of environmental law by mining companies with minor penalties.
The Queensland police minister, Mark Ryan, described climate protesters as “extremists”. He said the laws would introduce a new offence, making it illegal to possess a device used for locking on at a protest.
“This government will bring in measures who believe their rights can ride roughshod over the rights of others,” Ryan said.
“This new offence will make it illegal to possess these devices. Police will have the power to search a person or vehicle suspected of possessing these devices.
“Anyone who uses one of these devices during a protest will be subject to a new category of offence, with penalties.
“If anyone believes passionately in something, they should argue their case on the merits.”
The government also announced that protesters who trespass on farmland and cause a “biosecurity risk” can be punished with up to a year in prison.

Warming Climate To Stir Up More Damaging Waves As 'Rare Event' Nears: Research

Waves are forecast to become larger and more powerful and to shift direction if the climate continues to warm at its current rate, with southern Australia among the regions to be hardest hit globally, new research says.
The study, led by scientists from Griffith University and published in Nature Climate Change on Tuesday, comes as meteorologists forecast a "quite rare event" later this week as a potentially damaging swell hits eastern Australia.

Using about 150 model simulations, the researchers found about half the world's coastline was "at risk from wave climate change" by the final two decades of this century if greenhouse gas emissions remained at their current "business-as-usual trajectory".
The wave changes, driven primarily by strengthening winds "might potentially exacerbate or even exceed in some coastal regions, impacts of future sea-level rise", the paper said.
Widespread ocean regions can expect annual mean significant wave height -  the average difference between trough to crest of the highest third of waves - to increase between 5 and 15 per cent compared with a 1979-2004 baseline.
The mean period between waves was projected to increase by a similar range of 5 to 15 per cent, implying increased forces to pound beaches and infrastructure when the waves reach the coast.
Wave direction would also shift between 5 and 15 degrees, potentially shifting sand and hammering some areas now typically sheltered by headlands and other coastal formations.
"For Australia, the south coast and Victoria especially are really going to be impacted by the Southern Ocean changes," Joao Morim, a PhD candidate at Griffith University and lead author of the paper, said.
The expected impact from swells for Australia's coastline would be driven by an intensification and poleward shift of storm activity.
The west coast of South America was another region facing more damaging waves while the North Atlantic would most likely see a reduction because of a decrease mid-latitude storm activity in that basin, Mr Morim said.

However, should emissions be limited sufficiently to contain global warming to within the Paris climate target of 2 degrees compared with pre-industrial levels, the projected wave changes "are not standing out from the natural variability", Mr Morim said. His work was part of a six-year project also involving the CSIRO.
Mitchell Harley, a lecturer at the University of NSW's School of Civil and Environmental Engineering who was not among the paper's authors, said the work was a "nice step forward and presents a nice summary of what we do know and importantly what we don't know".
Dr Harley said his interest was that waves would change over the next decade or so at a more local level.
"What this paper shows is there is still a lot of uncertainty in these projections," he said.
"Storms are changing, the wind fields are changing around the world, and that's going to have inevitable consequences on how our waves are striking the coast and consequently how our coastline is going to respond," he said, adding that satellites had identified an increase of about 3 per cent in wave energy over the past half century.
Even small changes in the direction of waves "can cause large-scale reorientations" of the coastline, as sand gets scoured from some beaches and dumped on others, Dr Harley said. Clarkes Beach near Byron Bay was one recent example where dunes had been eroded by shifting conditions.

Beaches in Australia south of about the Sunshine Coast tended to be shaped primarily by waves while those further north are dominated by tropical cyclones and tidal changes, he said.
Coastal residents might get to experience some relatively severe wave activity this week, with significant wave heights expected to reach about six metres along parts of the NSW coast on Thursday.
Jordan Notara, a forecaster at the Bureau of Meteorology, described the predicted swell as "quite a rare event" for August, and said waves could be damaging. The bureau has also issued a warning about the surf conditions.
Dr Harley said this week's swell would be coming from "the dead south", a typical direction for such big waves.
In the future, though, direction changes of the waves in extreme events - as predicted by the research paper - "really causes huge effects on the wave-exposure of the coastline", he said.

Climate Change Could Cost The U.S. Up To 10.5 Percent Of Its GDP By 2100, Study Finds

Extreme weather events, cuts to worker productivity and other effects of climate change could cause major global economic losses unless greenhouse gas emissions are significantly curtailed in the next few decades, according to a new working paper published Monday. The paper is the latest in a string of reports from the United Nations and global financial institutions and others showing that climate change constitutes a looming financial risk.
At a time when there’s concern about a global economic downturn, the new study, published as a working paper in the National Bureau of Economic Research, warns of a far bigger cut to economic growth if global warming goes unchecked.
The study is unique in that it finds higher potential costs from climate change, particularly in the industrial world, compared with past research. For example, the study found that continued temperature increases of about 0.072 degrees per year (0.04 Celsius) under a roughly “business as usual," or high-emissions, scenario would yield a 7.2 percent cut to GDP per capita worldwide by 2100. (This is relative to a world in which countries see temperature increases equal to their 1960 to 2014 rate of change.)
In contrast, if countries were to cut greenhouse gas emissions in line with the Paris climate agreement, then such effects could be limited to closer to a 1.1 percent loss in GDP per capita.
“What our study suggests is that climate change is costly for all countries under the business as usual scenario (no matter whether they are hot or cold, rich or poor), and the United States will be one of the countries that will suffer the most (reflecting sharp increases in U.S. average temperatures by 2100),” study co-author Kamiar Mohaddes, an economist at the University of Cambridge, said via email.
For the United States, the study finds that if emissions of greenhouse gases are not significantly cut in keeping with the goals of the Paris accord, the country could see a 10.5 percent cut in real income by 2100. The hardest hit countries will be poorer, tropical nations, but in contrast to previous studies, the new paper finds that no country will be spared and none will see a net benefit economically from global warming.
The team of researchers from the University of Cambridge, the International Monetary Fund, the University of Southern California and the National Tsing Hua University in Taiwan examined economic data from 174 countries during the period from 1964 to 2014, and concluded that per capita economic output growth is adversely affected by prolonged changes in temperature, both above or below its historical norms. Extreme temperature and precipitation events can reverberate throughout state, national and international economies, the study found.
“It is not only the level of temperature that affects economic activity, but also its persistent above-norm changes. For example, while the level of temperature in Canada is low, the country is warming up twice as fast as rest of the world and therefore is affected by climate change (including from damage to its physical infrastructure, coastal and northern communities, human health and wellness, ecosystems and fisheries),” Mohaddes said.
Other countries will experience major losses, too, if emissions of planet-warming greenhouse gases are not reduced soon. Canada, for example, could lose more than 13 percent of its GDP by 2100, while Japan, India and New Zealand could be subjected to a 10 percent hit as well.
Mohaddes said the study takes into account the changes in average temperatures and precipitation, and in the variability of weather patterns as the climate warms.
For the United States, the new study comes up with a similar damage figure as a paper cited in the National Climate Assessment, which the Trump administration released late last year. That report contained a statistic that received widespread media attention, finding that climate change could cost the country 10 percent of its GDP.
However, the previous figure was based on a 2017 paper in the journal Science, and used an extreme, although possible, climate change scenario, with about 14.4 degrees (8 Celsius) of warming by 2100 compared to preindustrial levels, which is not considered the most likely outcome.
The study released Monday comes to nearly the same figure using a more realistic global warming scenario, one that’s closer to 7.2 degrees (4 Celsius) of warming by 2100 compared to preindustrial levels.
Mohaddes says that economic losses from climate change depend in part on extreme events, which can cause temperatures to temporarily greatly exceed or fall below their historical baseline.
“The UK recently had its hottest day on record. Train tracks buckled, roads melted, and thousands were stranded because it was out of the norm. Such events take an economic toll, and will only become more frequent and severe without policies to address the threats of climate change,” Mohaddes said in a statement.
The study, like other projections on how climate change may influence economic growth, makes assumptions about emissions trends, how society may try to adapt to the effects of global warming and other factors. However, although the specific figures may contain uncertainties, the overarching finding that all countries will experience economic damage from climate change, rather than just poor, tropical nations, is more robust.

Iceland's Okjokull Glacier Issued With 'Death Certificate' To Sound Climate Change Warning

With poetry, moments of silence and political speeches about the urgent need to fight climate change, Icelandic officials, activists and others bade goodbye to what once was a glacier.
Okjokull glacier was pronounced extinct about a decade ago by Icelandic geologist Oddur Sigurdsson.
On Sunday, Dr Sigurdsson brought a death certificate to the made-for-media memorial.
About 100 people made a two-hour hike up a volcano, where children installed a plaque to commemorate the glacier, now called just "Ok", minus the "jokull" — Icelandic for glacier.
The glacier used to stretch 15 square kilometres, Dr Sigurdsson said.
Residents reminisced about drinking pure water thousands of years old from Ok.



"The symbolic death of a glacier is a warning to us, and we need action," said former Irish president Mary Robinson, who attended the plaque ceremony alongside Icelandic Prime Minister Katrin Jakobsdottir.
Dr Sigurdsson sounded a further warning, saying all of the nation's ice masses would be gone in 200 years.
"We see the consequences of the climate crisis," Ms Jakobsdottir said. 
"We have no time to lose."
Ms Jakobsdottir said she would make climate change a priority when Nordic leaders and German Chancellor Angela Merkel met in Reykjavik on Tuesday.
"I know my grandchildren will ask me how this day was and why I didn't do enough," said Gunnhildur Hallgrimsdottir, 17.
The plaque, which notes the level of heat-trapping carbon dioxide, also bears a message to the future: "This monument is to acknowledge that we know what is happening and what needs to be done. Only you know if we did it."

China And Japan See The Future, And It’s Not Coal: Why Australia Will Be Stranded

Scott Morrison was a lone voice at the Pacific Islands Forum in Tuvalu this week as his government  warned that any condemnation of coal, or calls for a ban on new mines, were a ‘‘red-line issue’’. It may be that Beijing sees things differently.
The fact is, Australia might only have a decade left to wean itself off coal if the latest international efforts to decarbonise are anything to go by.
The demand for coal from some of Australia’s main thermal coal export markets, specifically China and Japan, is in decline. Both major economies are rapidly transitioning to clean technology.
The International Renewable Energy Agency (IRENA) reports that China is taking the lead in the clean energy race to become the world’s largest producer, exporter and installer of solar panels, wind turbines, batteries and electric vehicles.
Despite forecasts that China will continue to consume about half the world’s coal until 2023, the country has spent more on renewable energy than any other country and led a campaign to burn gas instead of coal in its battle against pollution. It has already promised to launch a series of solar and wind projects that can provide electricity at the same price as coal-fired power.
China’s investment from January to March this year in thermal power plants, which mostly consist of coal-fired generators, slumped 30 per cent from a year earlier. In contrast, spending on hydro-power and wind-power projects rose 48 per cent and 30 per cent respectively. Most of the capital expenditure planned by coal-fired power companies will be in renewable energy.
A push to a cleaner economy is also visible in Japan.
With a traditional high reliance on coal-powered generation, Japan is shifting away from new coal-fired projects. Several large utility companies, Osaka Gas, Kyushu Electric Power, Tokyo Gas, Idelmitsu Kosa and Chugoku Electric Power, are scrapping their plans for coal-fired power.
These cancellations come as renewable energy is on the rise in Japan and as the government brings in stricter regulations on new coal-fired power plants as part of its energy outlook. Coal power generation is expected to fall to 281 billion kilowatt hours in the 2030 financial year, down from 346 billion kWh in 2017.
Mitsubishi UFJ Financial Group, one of Japan’s largest banks, is reviewing its lending policies for coal-fired power generation. It is said to be guided by OECD standards to lend only to “high-efficiency, ultra-supercritical” coal-fired power plants.
As one of Japan’s biggest suppliers of thermal coal, this fall in demand will significantly hit Australia’s coal export market in the long-term.
There is certainly a reason to continue to rely on coal in the short term to ensure the reliability of power supplies. Given China’s enormous power needs, it is allowing 11 provinces and regions to resume building coal power plants. And the closure date of AGL’s Liddell power plant in NSW’s Hunter Valley has been pushed back by four months.
However, a Macquarie Business School research paper, “How markets will drive the transition to a low-carbon economy”, shows that the long-term business case for new coal projects no longer exists, domestically or globally.
Our research shows the total global wealth creation by 2050 through the development of clean technology patents in areas such as bio-fuels, fuel cells, hydro energy, wind energy, solar energy, and geothermal energy is $13.69 trillion to $20.87 trillion.
China has a clear lead in terms of the underlying technology with over 150,000 renewable energy patents as of 2016. This amounts to 29 per cent of the global total. The next closest country is the US, which has a little over 100,000 patents. Japan and the EU have closer to 75,000 patents each.
While not all patents are useful or valuable, these figures give an indication of how much investment different countries have been putting into clean technology.
The point to realise is that the global transition to renewables means our investments in coal are likely to become “stranded” and eventually these will need to be written down.
But such transitioning takes time, leadership and policy.
Germany’s transition to a low-carbon economy with its “Energiewende” has taken 30 years. It will decommission all its coal plants by 2038. Beijing has stated its intention to clean up its polluted cities, so it will increasingly turn to cleantech for its power supply to improve air quality.
Countries such as China ad Japan – our significant coal customers – see the future, and it’s not coal.

Australia Is Third Largest Exporter Of Fossil Fuels Behind Russia And Saudi Arabia

Australia Institute says claim Australia is only responsible for 1.2% of emissions hides real contribution to climate crisis

Australia’s role as a leader in the global fossil fuel trade is underscored by a report that finds it is the world’s third biggest exporter and fifth biggest miner of fossil-related emissions.
While political debate sometimes emphasises that Australia is responsible for 1.2% of global emissions at home, the analysis by progressive thinktank the Australia Institute says it trails only Russia and Saudi Arabia in exporting fossil fuels.
When exports and what is burned at home are combined, Australia ranks fifth behind China, the US, Russia and Saudi Arabia in responsibility for carbon dioxide from extractive fossil industries.
The premise of the report – that Australia plays a greater role in the climate crisis than global greenhouse accounting rules suggest – is not new, but it goes further than some previous analyses in comparing exports emissions from different countries.


Its release follows the prime minister, Scott Morrison, facing criticism at the Pacific Islands Forum in Tuvalu over Australia’s limited response to the climate crisis and refusal to commit to a rapid transition away from coal.
The government and opposition both stress the importance of the coal export industry to the economy and employment. The institute’s report, by the senior researcher Tom Swann, challenges this, finding Australia’s economy is more diverse and less reliant on fossil fuels than that of most carbon exporters. It says Australia ranks 24th for carbon intensity across all exports, reflecting the broad range of goods it trades in.
Australia is responsible for 7% of global fossil fuel exports based on their carbon dioxide potential. Its coal exports doubled between 2000 and 2015 and now make up 29% of the global coal trade. Liquefied natural gas exports tripled over the same timeframe to 6% of trade, and continue to increase.


The report says exports are often downplayed in climate change policy as treaties focus on demand for carbon-intensive products rather than supply. This ignores that increasing supply and supply infrastructure can “lock in” emissions increases.
“The scale of exports from countries like Australia bring into stark relief why efforts to reduce emissions must limit both demand and supply,” it says.
In terms of domestic emissions, the report says Australia is the 14th biggest emitter despite having just 0.3% of the global population. It emits more greenhouse gas than 40 countries with bigger populations. While the government promises to cut carbon dioxide, national emissions have increased year-on-year since the abolition of a carbon price scheme in 2014.
As a member of the Pacific Islands Forum, Australia last week backed a call for countries to develop and release long-term low emissions development strategies by next year. The forum communique said this may include commitments and strategies to reach net zero emissions by 2050.

The Making Of An Emergency

Mostly non-binding climate emergency declarations are drawing some concern.

LAWMAKERS IN THE TEXAS city of Austin voted last week to declare a "climate emergency" that calls on city officials to identify innovative approaches to address the crisis and for immediate emergency mobilization to "restore a safe climate."
"The first step in solving any problem is to name it," city council member Alison Alter said in a statement after the vote. "The climate crisis is an emergency. We must treat it like one."
Austin is not the first city to make such a sweeping declaration, and grassroots environmental groups hope it isn't the last.
Twenty-four U.S. cities and counties have instituted climate emergencies in less than two years, including in New York City and Santa Cruz, California. Some 900 jurisdictions across the world have also declared them. The swell coincides with a growing frustration in some places over a Trump administration climate agenda that is seen at best as inadequate and at worst as nonexistent.
In most cases, the declarations are non-binding. Sometimes, they are accompanied by goals or benchmarks or strategies. But supporters say their greatest utility is that they instill urgency and represent a new way of thinking about the problem.
Most of the declarations fall along the same lines – detailing a string of global or region-specific facts about climate change before an appeal for an emergency. Some governments, including Amherst, Massachusetts, and Boulder, Colorado, took additional steps on emissions-reduction goals or created committees to explore the issues deeper.
The first U.S. county-wide climate emergency declaration came in December 2017 from Maryland's Montgomery County, an affluent suburb of 1 million people that borders Washington, D.C. It cited a "strong consensus among scientists that greenhouse gas emissions must be eliminated in a decade at most" and "cataclysmic changes to Earth" due to climate change.
For now, the declarations are gaining support in mostly liberal-leaning jurisdictions. But the movement isn't random, and it is also not without criticism from some climate change experts.
A grassroots environmental advocacy group called The Climate Mobilization has had a guiding hand in the effort from the get-go.
Founded in 2014, the organization aims to "initiate a WWII-scale mobilization to reverse global warming and the mass extinction of species in order to protect humanity and the natural world from climate catastrophe," according to its website.
Margaret Klein Salamon, founder and executive director, says that when she decided to work on climate change issues, she went looking for a non-governmental organization to join. She says she didn't see any that she thought were telling the full truth about the climate emergency, so she founded an organization to advocate for a paradigm shift from "business as normal into an emergency mode."
Klein Salamon says her background as a psychologist frames her thinking for her current work. She argues in her strategy for shifting the public's perception that climate change is like having a fire in your home.
"You do whatever you can to try to put out the fire or exit the house. You make a plan about how you can put out the fire, or how you can best exit the house. Your senses are heightened, you are focused like a laser, and you put your entire self into your actions. You enter emergency mode," she wrote.
Events across the world indicate a climate emergency, she says. Scientists say the globe is on track for the past five years to be the hottest ever documented. Heat waves like the ones that blasted much of Europe this summer and made June 2019 the hottest June on recordand July the hottest month ever recorded. Record-breaking ice sheet melting in Greenland, flooding in the U.S. and wildfire seasons in the Arctic are just some of the challenges people are already facing thanks in part to climate change, according to experts.
The Climate Mobilization lobbied for the first resolution, introduced in Maryland, and the latest one adopted in Austin. It scored a big win last month when progressive lawmakers, including Democratic Rep. Alexandria Ocasio-Cortez of New York, introduced a bicameral bill that the group helped draft declaring a national climate emergency.
"It cannot be understated scientifically what needs to be done politically," Ocasio-Cortez told reporters.
Like the declarations that came before it, the measure would be largely symbolic. It states that climate change "demands a national, social, industrial, and economic mobilization" of U.S. resources and labor.
Ocasio-Cortez said the bill, which likely won't find enough support in the Republican-controlled Senate, "acknowledges the scale of the problem." Its goal is to express "the sense of Congress that there is a climate emergency which demands a massive-scale mobilization to halt, reverse, and address its consequences and causes."
But the declarations haven't skated by without some skepticism.
Alex Trembath, the deputy director of the Breakthrough Institute, told VICE News that he is concerned the efforts could be "meaningless."
"They're sort of declaring an emergency for declaration's sake," Trembath said.
They're not the only front on which the terminology about climate change is being debated. The U.K.-based Guardian newspaper, for example, earlier this year announced a change to its style guide that clarified the preferred terms going forward would be "climate emergency, crisis or breakdown" and that "global heating" is favored over "global warming." It stopped short of banning the original terms.
"We want to ensure that we are being scientifically precise, while also communicating clearly with readers on this very important issue," editor-in-chief Katharine Viner said. "The phrase 'climate change,' for example, sounds rather passive and gentle when what scientists are talking about is a catastrophe for humanity."
The Canadian Broadcasting Corp. took a cautious step in that direction, telling its journalists in a language guide that "climate crisis" and "climate emergency" are "OK in some cases as synonyms for 'climate change.'"
"But they're not always the best choice... For example, "climate crisis" could carry a whiff of advocacy in certain political coverage," the broadcaster said.
Ann Carlson, an environmental law professor at the University of California, Los Angeles School of Law, says the declarations don't appear to hold much legal weight. She suggests they could be used to push back against policies that don't line up with addressing climate change, like fossil fuel projects.
Carlson says she doesn't want to discourage the effort but adds that she is concerned that the term "emergency" could scare people and result in the very opposite of what supporters want.
"The idea that climate change is an emergency, I worry, sends a signal that if we don't immediately act, we are doomed and we just throw our hands up," Carlson says.
That concern arose as early as 2006, when the Institute for Public Policy Research, a left-wing British think tank, warned that language that heightens the magnitude of the problem might be counterproductive by making it seem unsolvable.
"In this awesome form, alarmism might even become secretly thrilling – effectively a form of 'climate porn,'" the institute said in a report. "It also positions climate change as yet another apocalyptic construction that is perhaps a figment of our cultural imaginations, further undermining its ability to help bring about action."
But Klein Salamon defends the word choice, saying anything less would be underplaying the risks involved.
She acknowledges that the declarations aren't a cure-all. While the declarations have symbolic importance, "they must signal a shift into a new mode of governance," she says. That's why The Climate Mobilization plans to roll out a policy framework geared toward addressing the climate emergency, Klein Salamon says. One of its first suggested steps will be banning construction on any new fossil fuel infrastructure, like pipelines.
Carlson says she sees parallels between the declarations and the Paris Agreement. Neither has an enforcement mechanism, but the Paris Agreement, Carlson says, has more "meat on its bones" through its nation-specific commitments. Still, very few nations are on track to meet their Paris Agreement goals, according to Climate Action Tracker.
Just as the Paris Agreement doesn't hold nations legally accountable for their commitments, climate emergency declarations don't require localities to act on climate change.
For example, a day after declaring a climate emergency, Canada's Prime Minister Justin Trudeau approved a massive expansion of the Trans Mountain pipeline that could transport an additional 590,000 barrels of oil per day.
Klein Salamon calls the move "totally hypocritical" but defends the declaration. "Without one, it would have been business as usual," she says.
"Some declarations are the strongest statements we've seen from governments, period," Klein Salamon says.
Both Carlson and Klein Salamon acknowledge a shift in how people are talking and thinking about climate change, especially in the political sphere.
"I would say that climate politics right now is the most rapidly changing transformation I've ever seen on any political issue," Klein Salamon says. "For the first time ever, we're seeing political candidates trying to outcompete each other on who is best for climate."
Polls show that voters are interested in climate change discussions. Pew Research Center found in a public priorities poll that 44% of Americans said climate change should be a top issue for Congress and the president. Another poll found that likely 2020 Democratic primary voters in California, Iowa, New Hampshire, Nevada and South Carolina ranked climate change as the second most important issue behind universal health care.
Mounting demand for addressing climate change in 2020 presidential campaigns has led CNN and MSNBC to schedule climate change town halls and the Democratic National Committee to reconsider hosting a debate on the subject.
While Klein Salamon hopes the swell of climate emergency declarations continues, actions from jurisdictions are only marginally beneficial, experts say, because most of the power to fight climate change lies with the federal government.
To Carlson, the declarations show an "incredible frustration" from a lack of action from the federal government that she calls "close to criminal." She says she wonders if these shifts could mean that the U.S. is approaching a moment when public demand for action becomes so strong that politicians can no longer ignore it.
